President Muhammadu Buhari signed the Climate Change Act on 18 November 2021, shortly after Nigeria committed at COP26 in Glasgow to reach net zero by 2060.

The Act sets the objective of achieving net-zero emissions between 2050 and 2070, establishes the National Council on Climate Change to coordinate implementation, and charges it with the National Climate Change Action Plan.

What it sets out to do

  • Net-zero greenhouse-gas emissions between 2050 and 2070
  • Mainstreaming climate action into national planning
  • A coordinating council for climate policy across government

The CEII view

A statutory target gives investors something policy statements cannot: durability across administrations. The Council’s capacity to coordinate ministries will determine how much of that durability is real.
