Gas

Prime Energy starts production at Malampaya Phase 4

Prime Energy has commenced natural gas extraction from the Malampaya Phase 4 development offshore the Philippines.

By the CEII Desk, from reporting by Offshore Technology

Key points

  • Production has begun from the Malampaya East-1 and Camago-3 wells.
  • The project required an investment of nearly $1bn.
  • Initial testing indicates the expansion could extend field operations by six years.

What happened

Prime Energy has achieved first gas production from the Malampaya Phase 4 project located offshore the Philippines. The development integrates two new deepwater wells, Malampaya East-1 and Camago-3, into existing production infrastructure. Officials, including the country's president and energy representatives, gathered at the Malampaya Onshore Gas Plant in Batangas City to observe the commencement of the initial flow.

Execution of the expansion took place over a 27-month period following the final investment decision, concluding five months ahead of projections. The undertaking marked the first offshore drilling campaign conducted in the country in more than a decade. Supply chain activities drew on contributions from 17 nations, alongside local manufacturing and fabrication support.

Project outlook

Operators report that the nearly $1bn capital investment will deliver approximately 222 billion cubic feet of recoverable gas. This volume is projected to support the generation of 31.46 billion kilowatt-hours of electricity. Preliminary well assessments suggest the new reserves could extend the operational lifespan of the Malampaya field by roughly six years, contingent upon future demand.

Prime Infra chairman Enrique Razon Jr. noted that sustained production relies on ongoing capital allocation and technical capabilities to manage increasingly complex reserves. Gas extracted from the field supplies power facilities in Batangas that feed the Luzon power grid. Since operations began in 2001, the SC 38 consortium indicates the broader project has yielded more than $14bn in government revenue.

Why it matters

For energy investors and policymakers, the Malampaya Phase 4 expansion highlights the capital intensity and technical requirements needed to sustain mature offshore gas assets. Developing domestic hydrocarbon resources can mitigate supply vulnerabilities for emerging economies, even as global energy markets navigate transitioning generation mixes. With Henry Hub gas spot prices standing at 2.63 US$ per MMBtu as of November 2026, according to US Energy Information Administration figures, projects that extend regional gas availability play a critical role in stabilizing fuel costs for domestic power generation and industrial consumers alike.

Context from CEII

Gas is the flexible backbone of many grids and the designated transition fuel in many national plans, from LNG trade to domestic LPG and CNG. Supply security and pricing drive both power reliability and emissions.
